The government of Montenegro officially announced a second citizenship program by investment on October 1, 2018, Despite the legal frame work is still under preparation, the process and the lists of real estate properties have started to be approved and are already being reserved.

This scheme of special investment known as the program of economic citizenship of Montenegro provides the citizenship to foreign citizens and not belonging to the UE through a designated investment project . It is expected that the demand from MECP will be high in light of which this program has been limited to issuing only 2000 passports during a period of three years.
